New dog control notice appears in Alexandra Park in March

Four new orders, all concerning the control of dogs, were introduced by Hastings Borough Council last month, and all take effect from 25th March 2008. The first order concerns dog fouling, a subject of great interest to all residents, the second two concern dogs on leads and the fourth one covers the prohibition of dogs from certain places. The orders are being introduced by the Council via powers granted under the Clean Neighbourhood & Environment Act 2005. Disregarding any order is an offence and the Council will be issuing £75 fixed penalty fines to anyone flouting the new rules.
Order 1 (The Fouling of Land by Dogs) applies to all land in the Borough of Hastings to which the public has access and requires ‘a person who is in charge of a dog to remove faeces forthwith, if a dog defecates at any time on the land to which this order applies’.
Order 2 (Dogs on Leads by Direction) also applies to all land in the Borough to which the public has access and requires ‘a person in charge of a dog to comply with a direction given to him by an authorised officer of the Council to put and keep his dog on a lead’.
Order 3 (Dogs on Leads) requires that ‘a person in charge of a dog keep it on a lead’. This order applies to all roads in Bohemia at all times. It also applies throughout the year from 9am to 6pm to Alexandra Park, but then only to the lower part south of Dordrecht Way.
Order 4 (Dogs Exclusion) ‘prohibits persons from taking dogs’ onto specified areas. These include the children’s play areas, multi-use games areas, bowling greens and tennis courts in Alexandra Park and apply at all times throughout the year. Ponds and lakes are also included in the prohibited areas.
