Twin Bins

Dear Sir,

I wonder if anyone knows if the twin-bin proposals would mean some residents breaking the terms of the long leases of their properties. I believe many such leases specifically prohibit lessees putting their rubbish outside the property. By complying with the Council’s instructions, might residents risk forfeiture of their leases?
